Sanmenxia Yuxing Fine Chemical Products Co., Ltd. is located in the industrial cluster area of Shaanxi District, Sanmenxia City. It mainly produces n-butyl thiophosphate triamine and 5-aminosalicylic acid. Currently, there are two production lines in the factory area, with a production scale of 120t/a n-butyl thiophosphate triamine and 50t/a 5-aminosalicylic acid. The acidic waste gas generated during the production process is absorbed by water spray and discharged at high altitude, After pre-treatment, production wastewater and domestic wastewater are treated together in an integrated biochemical treatment facility and discharged up to standard. According to the relevant requirements of the Environmental Impact Assessment Law of the People's Republic of China and the Public Participation Measures for Environmental Impact Assessment issued by the Ministry of Ecology and Environmental Protection of the People's Republic of China [No. 4], the information related to our company's "Sanmenxia Yuxing Fine Chemical Products Co., Ltd. Annual Production of 510 tons of Fine Chemicals Project" is hereby disclosed as follows:

1、 Basic information of the construction project

Sanmenxia Yuxing Fine Chemical Products Co., Ltd. is located in the industrial cluster area of Shaanxi District, Sanmenxia City. It mainly produces n-butyl thiophosphate triamine and 5-aminosalicylic acid. Currently, there are two production lines in the factory area, with a production scale of 120t/a n-butyl thiophosphate triamine and 50t/a 5-aminosalicylic acid. With the development of the market, the enterprise plans to invest 35 million yuan to build a 510 ton annual fine chemicals project in the existing plant area. The main products are 30 t/a Tadanafil intermediate (methyl chloride), 150 t/a 9-phenylacridine, 30 t/a tetrafluorophenyl sodium borate, and 300 t/a tri (p-dimethylaminophenyl) methane. The main construction content includes the construction of 3 production lines, new production workshops, fire water tanks, sewage treatment stations and other related supporting facilities. After the completion of this project, the expected annual output value is 220 million yuan, the profit is 82.5 million yuan, the tax revenue is over 30 million yuan, and it provides employment for 100 people, with significant economic and social benefits. This project has been registered with project code: 2019-411203-26-03-014085, and its construction complies with national industrial policies.

2、 Analysis of potential environmental impacts of construction projects

The specific analysis of the impact of the project on the environment during operation is as follows:

(1) Waste gas: The project waste gas mainly consists of acidic waste gas and VOC gases generated during the production process, among which the acidic gas is mainly hydrogen chloride. It is planned to be collected and absorbed by alkali spray before reaching the standard for high-altitude emissions; VOC gas is planned to be discharged at high altitude after reaching the standard through "first level alkali absorption+UV photolysis+activated carbon adsorption" treatment.

(2) Wastewater: The project wastewater mainly includes process wastewater, pure water preparation system drainage, and domestic wastewater. The process wastewater is planned to be treated by new sewage treatment facilities to meet the standards, and then discharged together with other wastewater through the main discharge outlet of the factory. After the project is completed, the wastewater discharged from the entire factory can meet the discharge standards. According to the park plan, the total drainage of the project factory area is discharged through the sewage pipe network into the sewage treatment plant in the cluster area for secondary treatment, and finally all of it flows into the Nanjian River.

(3) Solid waste: The main solid waste of the project includes process waste liquid (distillation residue, filter residue, etc.), waste salt, sewage treatment station sludge, and household waste. Process waste liquid and sludge belong to hazardous waste, which are collected, stored, and managed by qualified units; Waste salt is planned to be sold for disposal, while domestic waste can be collected and disposed of by the local environmental sanitation department. The solid waste of the project can be properly disposed of or comprehensively utilized, without causing secondary pollution.

(4) Noise: The high noise equipment used in the project mainly includes pumps, fans, filter presses, etc. During the production process, measures such as installing shock absorption foundations and building sound insulation have been taken. After distance attenuation, the factory boundary noise can meet the standard requirements and will not cause noise disturbance to the residents.

(5) Risk: After identification, the risk assessment work level is Level 1 evaluation. Based on the implementation of risk prevention measures and emergency plans by enterprises, the environmental risks of the project are acceptable.

3、 Conclusion of Environmental Impact Assessment

The project construction complies with the national industrial policies and relevant planning requirements. After carefully implementing the pollution prevention and control measures proposed in the environmental impact assessment, meeting the requirements of clean production, emission standards, and total amount control, it will not have a significant impact on the local environmental quality. From an environmental perspective, the project construction is feasible.
