According to the requirements of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, and the Public Participation Measures for Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the environmental impact assessment information of the "Sanmenxia Yuxing Fine Chemical Products Co., Ltd. Annual Production of 150 tons of Pharmaceutical Intermediates Project" is hereby disclosed as follows:
1、 Information related to project environmental impact assessment
1. Introduction to Construction Project
The project is located in the existing plant area of Yuxing Company in the industrial cluster area of Shaanxi District, with an investment of 35 million yuan. It is a technical transformation project. The main construction content is to transform the 5-aminosalicylic acid production line in the existing 1 # Class A workshop, and build a 105 ton annual medical intermediate project. After the completion of the technical transformation, 5-aminosalicylic acid will no longer be produced, and 150t/a methyl piperonyl epoxypropionate will be produced, including 100t/a liquid products and 50t/a crystalline products.
2. Main environmental impacts and pollution prevention measures of the project
(1) Waste gas
The main sources of waste gas pollution in this project include synthetic waste gas, desolved waste gas, solvent recovery non condensable gas, centrifugal separation waste gas of crystalline products, product drying waste gas, packaging waste gas, waste gas from sewage treatment station, waste gas from hazardous waste temporary storage room, etc.
The composition of non condensable gas from synthesis, desolvation, and toluene recovery is methyl. The exhaust gas from the subsequent processes of crystallization products is ethanol, and deep condensation measures are taken to recover toluene and ethanol, which are then reused for production. The non condensable gas enters the exhaust gas treatment system and is treated with two-stage alkali washing and RCO along with the waste gas from Tadanafil intermediate before being discharged through a 15m exhaust funnel.
The waste gas from the sewage treatment station is treated by alkali washing and biological filter, and discharged by a 15m high exhaust pipe.
After taking the above measures, each exhaust gas can meet the requirements for standard emissions.
(2) Wastewater
The wastewater of this project includes process wastewater, vacuum pump wastewater, and tail gas treatment wastewater, while the wastewater of public engineering includes circulating water drainage and soft water production wastewater. The process wastewater contains high salinity, which is pre treated by evaporation desalination and mixed with other wastewater before entering the proposed sewage treatment station for treatment.
The treatment process of the sewage treatment station is: micro electrolysis/Fenton+two-stage anaerobic+hydrolysis acidification+facultative/aerobic process+deep treatment, with a treatment capacity of 60m3/d. The treated wastewater is mixed with circulating water drainage and purified water wastewater before discharge, The discharge water quality meets the requirements of the local discharge standard "Indirect Discharge Standard for Water Pollutants in Chemical Synthesis Pharmaceutical Industry" (DB41/756-2012) in Henan Province, as well as the water quality standards for the wastewater treatment plant in the industrial agglomeration area of Shaanxi Province. The wastewater can meet the requirements of standard discharge.
(3) Solid waste
The solid waste of this project mainly includes general solid waste and hazardous waste. The general solid waste of this project mainly includes office and domestic waste, biochemical sludge from sewage treatment stations, waste packaging, biogas desulfurization slag, etc; Hazardous waste mainly includes solvent recovery distillation residue, wastewater evaporation salt, waste filter cloth, waste packaging contaminated with toxins, waste activated carbon, etc.
Office and domestic waste shall be disposed of by the municipal sanitation department; Comprehensive utilization and sanitary landfill of other general solid waste.
Hazardous waste is sent to qualified units for safe disposal.
(4) Noise
The high noise equipment of this project mainly includes fans, vacuum pumps, cooling towers, etc. By selecting low noise equipment, installing indoors, and taking measures such as vibration reduction, noise reduction, sound insulation, and sound absorption, the noise at the factory boundary can be met.
3. Conclusion of Environmental Impact Assessment
This project complies with relevant industrial policies of the country and Henan Province, and the pollution prevention and control measures taken are reasonable and feasible. All pollutant indicators meet the emission standards. From an environmental perspective, the project construction is feasible.
